دور إدارة الزكاة في حمايتها وتطويرها دراسة تأصيلية تطبيقية

Abstract

اشتملت هذه المذكرة على مقدمة وثلاثة مباحث. كان المبحث الأول تحت عنوان المفاهيم الأساسية للزكاة، أما المبحث الثاني فقد خصص للتأصيل الشرعي للزكاة، والمبحث الثالث كان تحت عنوان النماذج التطبيقية لإدارة الزكاة ودورها في الحماية والتطوير أما الخاتمة فقد أودعت فيها بعض الملاحظات التي لاحظتها من خلال بحثي في هذا الموضوع منها:

• عرض النماذج والاختلاف في كيفية الإدارة والتقسيم الهيكلي والإداري لكل إدارة. • تحقيق النجاحات بنسب متفاوتة تختلف من مؤسسة إلى أخرى • الحماية القانونية التي تحظى بها بعض الإدارات من قبل الدولة التي تنتمي إليها • وجود بعض المعوقات التي قد تشل دور الإدارة الزكوية في بعض الأحيان • حماية وتطوير إدارة الزكاة لا يكون إلا من خلال وجود بيئة ملائمة تحظى بها هذه الأخيرة. This thesis includes an introduction and three sections. The first section addressed the main concepts of zakat . The second section was dedicated to the religious foundations of zakat . The third section focused on practical models for zakat management and its role in protection and development. As for the conclusion, I have included some notes that I noticed through my research on this topic: • The presentation of models and differences in the management method and the structural and administrative division of each department. • Successes achieved to varying degrees depending on the institution. • The legal protection granted to some administrations by their respective states. • The presence of some obstacles that may, sometimes, hinder the role of zakat administration. • The protection and development of zakat management depends on a suitable environment that supports it.
