دور إعادة الهيكلة المالية في معالجة الفشل المالي للمؤسسة الاقتصادية دراسة حالة المؤسسة العمومية للنقل الحضري وشبه الحضري لمدينة غرداية خلال الفترة الممتدة من سنة 2019 إلى سنة 2022

Abstract

تهدف هذه الدراسة إلى توضيح دور إعادة الهيكلة المالية في معالجة الفشل المالي للمؤسسةالعموميةللنقلالحضريوشبهالحضريلمدينةغرداية، لم يعد المحللون يعتمدون على أسلوب أو طريقة بعينها و إنما أصبحوا ينتهجون مناهج حديثة تمكنهم من تحديد الوضعية الحالية للمؤسسةإستناد القرارات إلى أدوات أكثر تفسيرا ، حيث لم تعد الأرقام الظاهرة في البيانات المالية المنشورة هي المقياس الوحيد الذي يترجم السياسات الإدارية و المالية في المؤسسة و إنما ضرورة الإعتماد على أساليب تأخذ بالجوانب ذات الطابع النوعي في التسيير لصناعة القرارات المالية سواء تعلق الأمر بالقرارات التمويلية أو الإستثمارية أو كلاهما معا ، أيضا عند تنفيذ إستراتيجيات و برامج المؤسسة إلى غير ذلك ، لأجل هذا إتجه البعض إلى إعتماد أساليب حديثة قائمة على تحديد وضعية المؤسسة إنطلاقا من فكرة أن فشل المؤسسة من عدمه يرتبط بشكل كبير بدورة حياتها ، فمن المعروف أن لكل منها عمر محدد في الحياة الإقتصادية وبالتالي تقديم سيناريوهات محتملة لوضعية المؤسسة تأخذ بعين الإعتبار معيار الحجم على أساس أن لهذا دور في تقدير إحتمالية فشلها وللإجابة على الإشكالية واختبار الفرضيات ثم تشخيص الوضعية المالية باستخدام مؤشرات التحليل المالي ،و لخصت الدراسة الى أنإعادة الهيكلة المالية لها دور ايجابي في معالجة الفشل المالي في المؤسسة العمومية.study aims to clarify the role of financial restructuring in addressing the financial failure of the public institution for urban and semi-urban transport in the city. Analysts no longer rely on a specific method or approach, but have begun to adopt modern approaches that enable them to determine the current situation of the institution and base decisions on more explanatory tools. The numbers appearing in the published financial statements are no longer the only measure that translates the administrative and financial policies of the institution, but rather the necessity of relying on methods that take into account the qualitative aspects of management in making financial decisions, whether it is related to financing or investment decisions or both, also when implementing the strategies and programs of the institution and so on. For this reason, some have turned to adopting modern methods based on determining the situation of the institution based on the idea that the failure of the institution or not is largely related to its life cycle. It is known that each of them has a specific life span in economic life, and thus presenting possible scenarios for the situation of the institution that take into account the size criterion on the basis that this has a role in estimating the probability of its failure and to answer the problem and test the hypotheses and then diagnose the financial situation using financial analysis indicators. The study concluded that financial restructuring has a positive role in addressing the financial failure of the public institution
