الخلاصة:
جاءت هذه الدراسة بهدف الوصول إلى أثر الرقمنة ومقتضيات تطبيقاتها المختلفة ( الاستراتيجية، التنظيم الموارد البشرية )في تحسين أبعاد مستوى أداء الخدمات المقدمة من قبل مؤسسة الضمان الاجتماعي بولاية غرداية، متمثلة في أبعاد:( بعد الاعتمادية ، بعد الرضا ، بعد الضمان) وقد اعتمدت فيالدراسة ومضمونها على المنهج الوصفي لتوصيف الجانب المفاهيمي، والمنهج التحليليفي تحليل الجانب التطبيقي للدراسة،حيث تم الاعتمادعلى استمارة الاستقصاءأداء لجمع البيانات الأولية،فقد تم توزيع عدد(168)استمارة، وبعد جمعها وفحصها تبين أن عدد (139)استمارة فقط صالحة للتحليلالإحصائي. وقد توصلتالدراسة إلى مجموعة من النتائج من أهمها وجود علاقة ارتباط قوية بين متطلباتتطبيق التحول الرقمي مجمعة، وتحسين مستوى أداء الخدمة المقدمة داخل وحدات المرور، بالإضافةإلى تقديم تصور مقترح لخطوات التحول الرقمي في المنظمات العامة الخدمية، کما أوصتالدارسة في ختامهابضرورةتنفيذالمشروع القومي للتحولالرقمي باعتباره أداة استراتيجية لتعزيز الحوكمة الرشيدةوتحقيقالتنمية المستدامة، وتحديث مؤسسات الدولة بما يسهم في تعزيز كفاءة الأداء الحكومي و الانفتاح على متطلبات الاقتصاد الرقمي.
This studyaimed to examine the impact of digitization and the requirements of itsvarious applications—namelystrategic, organizational, and humanresource-related—on improving the dimensions of service performance delivered by the Social Security Institution in the Wilaya of Ghardaia. The performance dimensions underconsiderationincludedreliability, customer satisfaction, and assurance.
The studyemployed a descriptive methodology to address the conceptualframework and an analyticalapproach to investigate the applied aspect. A structured questionnaire wasused as the primarytool for collecting data. A total of 168 questionnaires weredistributed; following collection and validation, 139 questionnaires weredeemedsuitable for statisticalanalysis.
Key findingsindicated a strongcorrelationbetween the combinedrequirements of digital transformation and the enhancement of service performance withinoperationalunits. Furthermore, the studyproposed a framework for implementing digital transformation in public service organizations. contribute to enhancinggovernment performance efficiency and aligning with the evolvingdemands of the digital economy.
In its conclusion, the studyrecommended the adoption of a national digital transformation initiative as a strategic instrument to promote good governance, achievesustainabledevelopment, and modernize state institutions. This would.
