It analyzes the relationship between digital transformation ( challenges، dimensions ، and infrastructure ) and the reality of municipalities in SEBSEB and ELGUERRARA . The study focuses on the implementation of this transformation with in institutional approaches to modernization، highlighting its contribution to improving public services and performance efficiency .
