The city of Constantine, the capital of the Algerian east, was known for
its prestigious position in all fields during the period of its entry under the
Ottoman rule. During this period, it witnessed changes in political, social,
administrative, cultural and economic life, and the Beylik of the East is
considered one of the most prominent beyliks, which knew a new life in the
social and administrative aspect with the emergence of layers. New aspects
society, each of which contributed to changing the social reality and the
administrative system, which was represented in the control of the local
elements over the administrative functions.
As the manifestations of cultural life were manifested through the
various scientific institutions and the role of the region’s scholars in
