متطلبات تطبيق التدقيق الصحي في المؤسسات الصحية دراسة ميدانية للمؤسسات الصحية بولاية غرداية سنة 2016

Abstract

تواجه مهنة ممارسة التدقيق في الوقت الحاضر مجموعة من المشكلات في تطبيقه لدى المؤسسات وخاصة التدقيق الصحي في المؤسسات الصحية الج ا زئرية والذي جعله لم يطبق هو عدم توفر بيئة واضحة للتدقيق، ونظام للرقابة الداخلي ذو فعالية، ونموذج كفء وفعال للتدقيق الصحي، حيث أصبح ل ا زما على المؤسسات الصحية الاهتمام ببيئة التدقيق الصحي و فعالية نظام الرقابة الداخلي وذلك من خلال تطبيق التدقيق الصحي وتفعيل دوره بشكل ينعكس بالإيجاب عليها وعلى الاقتصاد الوطني بصفة عامة. وتهدف هذه الد ا رسة إلى البحث عن متطلبات تطبيق التدقيق الصحي في المؤسسات الصحية الج ا زئرية بد ا رسة ميدانية للمؤسسات الصحية بولاية غرداية سنة 7102 وتمحورت إشكالية البحث حول ما هي متطلبات وميكانيزمات تطبيق التدقيق الصحي في المؤسسات الصحية الج ا زئرية؟ وقد تم استخدام الاستبيان كأداة للد ا رسة وذلك باستعمال أساليب إحصائية وخلصت هذه الد ا رسة إلى مجموعة من النتائج تمثلت في أهمية الإهتمام ببيئة التدقيق ووجود نظام فعال للرقابة الداخلية وقناعة من و ا زرة الصحة بضرورة تبني تدقيق صحي داخل المؤسسات الصحية والمقترحات والتوصيات من خلال تكوين شامل يمس جميع المستويات حول مدى أهمية التدقيق الصحي وانشاء بنك معلومات يتم الدخول إليه وأخذ المعلومات الهامة وذات الجودة العالية والتي تسمح بتحليل عملي وفعالThe auditing profession is currently facing a range of problems in applying it with institutions especially health audits with Algerian health institutions, where it was not been applied because of the lack of a clear audit environment, to the lack of an effective internal control system, and efficient health-auditing model where It has become imperative for health institutions to concern the health audit environment and the effectiveness of the internal control system by implementing the health audit and activating its role in a way let it positively reflected on it and the national economy in general The aim of this study is to investigate the requirements for the application of health audit in Algerian health institutions by field study of health institutions in the state of Ghardaia in 2017. The problem of research about the requirements and mechanisms in the application of health audit in the Algerian health institutions. The questionnaire was used as a tool for study by using statistical methods. The study concluded with a number of results, namely: the importance of attention to the audit environment, the existence of an effective internal control system and the conviction of the Ministry of Health to adopt health audit within health institutions, suggestions and recommendations through comprehensive training that touches all levels the importance of health auditing and the establishment of an information bank to be accessed and the taking of important information and high quality that allow for practical and effective analysis
