أهمية منهجية المقارنة المرجعية كمدخل لتحسين الأداء (د ا رسة ميدانية في جامعة غرداية)

Abstract

تهدف الدراسة إلى التعرف عن العلاقة القائمة بين المقارنة المرجعية وتقييم الأداء لدى رؤساء الأقسام والعمداء والنواب بجامعة غرداية من خلال طرح التساؤل الرئيس التالي: إلى أي مدى يساهم تبني مفهوم المقارنة المرجعية في التأثير على تحسين الأداء وذلك بجامعة غرداية ؟ وقد أجريت الدراسة على عينة من رؤساء الأقسام والعمداء والنواب وإعتمدت في جمع البيانات على الاستبانة كأداة رئيسية تم إخضاعها لإختبارات على مستوى الثبات والصدق وقد تضمنت الاستبانة محورين: المحور الأول يقيم مستوى ممارسة مفهوم المقارنة المرجعية والمحور الثاني يتضمن تقييم الأداء .وبعد التحليل توصلنا إلى مجموعة من النتائج: - المقارنة المرجعية عملية تدريب مستمرة تستند إلى التعلم من الآخرين ذوي الممارسات الأفضل، فضلا عن معرفة معدل تطور المنافسين، مستهدفة للحاق بهم وتجاوز أدائهم؛ - تعد تقنية المقارنة المرجعية إحدى أهم التقنيات الحديثة لقيادة وتقييم الأداء، والتي تعمل على إستخدام المقارنة مع الأفضل، بالرغم من اعتمادها العوامل الداخلية للمؤسسة بهدف زيادة ربحيتها وقدرتها على المنافسة، في ظل بيئة تتسم بإزدياد مستمر للمنافسة؛ أما التوصيات فكان أهمها: - إعتماد تقنية المقارنة المرجعية في مؤسسات التعليم العالي لتقويم أداء الجامعات ، الكليات و الأقسام، بهدف تحسين الأداء وتطوير جودة التعليم العالي من خلال المقارنة مع الجامعات العالمية أو العربية ذات الأداء الأفضل ، والإستفادة من تجاربهم بهذا المجال ، والوقوف على أوجه القوة والقصور في برامج التعليم العالي في غرداية ، ومحاولة تعزيز أوجه القوة ومعالجة أوجه القصور ومسؤولي جامعة غرداية لديهم إدراك عالي بأهمية هذه التقنية في تحسين الاداء؛ The study aims to identify all the existing relationship between benchmarking and performance evaluation with the heads of departments and deans and the House of Representatives at the University of Ghardaia, by introducing the following main question: to what extent contributes to adopt the concept of benchmarking to influence the improvement of performance and that the University of Ghardaia? The study was conducted on a sample of heads of departments and deans and the House of Representatives and adopted at the collection of data on the resolution as a key tool was subjected to tests on the level of consistency and honesty questionnaire included two axes: The first axis evaluates the level of practice of the concept of benchmarking and the second axis includes a performance analysis. After we evaluate the range of outcomes: - Benchmarking training is an ongoing process based on learning from others with best practices, as well as knowledge of the rate of evolution of competitors, aiming to catch up with and exceed their performance; - Benchmarking technique is one of the most modern techniques of leadership and performance evaluation, which is working on the use of comparison with the best, despite the adoption of internal factors of the institution in order to increase their profitability and competitiveness, in an environment characterized by continuing with increase of competition; The recommendations was the most important: - Adoption of benchmarking technology in higher education institutions to evaluate the university's performance, colleges and departments, in order to improve performance and improve the quality of higher education through comparison with international universities or Arabic with better performance, and benefit from their experiences in this field, and stand on the strengths and shortcomings of the education programs higher in Ghardaia, and try to promote the strengths and address the shortcomings and officials of the University of Ghardaia have a high awareness of the importance of this technology to improve performance; - The need for regular use of reference for comparison to know the status of the institution which contributes to bridge the shortcomings developments;- ضرورة الإستخدام المنتظم للمقارنة المرجعية لمعرفة حالة المؤسسة مما يسهم في سد النقائص الحاصلة؛
