    آليات تطوير الكفاءات البشرية في ظل حوكمة الجامعات

    تهدف هذه الورقة البحثية أساسا الى توضيح الروابط النظرية بين الكفاءة البشرية و الحوكمة من خلال تسليط الضوء على اليات تطبيق الحوكمة في المؤسسات التعليمية و خاصة الجامعات وأهم مبادئها كالشفافية ،المسائلة ، العدالة والمشاركة و مدى ارتباط نجاحها بوجود كفاءات بشرية و ابراز اهمية وضع برامج واضحة لتطويرها تشمل عدة طرق كالتدريب، التعلم، استخدام تكنولوجيا الاعلام والاتصال، اضافة الى تشخيص اهم المعوقات التي تحد من فعالية تطبيق هذه الآليات اعتمدت هذه الدراسة على المنهج الوصفي الملائم لهذا النوع من الدراسات من خلال عرض المفاهيم الأساسية المتعلقة بالكفاءات و الحوكمة وتحليل اهم المبادئ و الآليات المناسبة This research paper aims primarily to clarify the theoretical links between competencies and governance by highlighting the mechanisms for implementing governance in educational institutions—particularly universities—and its key principles, such as transparency, accountability, fairness, and participation, and the extent to which their success is linked to the presence of competencies. It also highlights the importance of establishing clear programs for its development, including various methods such as training, learning, and the use of information and communication technology, in addition to identifying the most significant obstacles that limit the effectiveness of implementing these mechanisms This study adopted the descriptive approach appropriate for this type of research by presenting the basic concepts related to competencies and governance and analyzing the most important principles and appropriate mechanism
