    دور الرقابة الجبائية في مواجهة ظاهرة التهرب الضريبي

    هدفت هذه الدراسة إلى إبراز دور الرقابة الجبائية في مواجهة ظاهرة التهرب الضريبي والتقليل من آثارها السلبية. ولتحقيق ذلك، تم الاعتماد على المنهج الوصفي التحليلي في الجانب النظري لتحديد مفاهيم الرقابة والتهرب، مدعوماً بدراسة ميدانية تطبيقية بـ مديرية الضرائب لولاية غرداية لتحليل الإجراءات المعتمدة في الفحص الضريبي. وتوصلت الدراسة إلى النتائج التالية: • تُعد الرقابة الجبائية الأداة الأقوى لكشف المخالفات وتصحيح الأوعية الضريبية. • يتوقف نجاح وفاعلية الرقابة الجبائية ميدانياً على مدى كفاءة ومهارة العنصر البشري القائم بالفحص. • This study aimed to highlight the role of tax auditing in confronting tax evasion and reducing its negative impacts. To achieve this, a descriptive-analytical approach was adopted in the theoretical part, supported by an empirical field study at the Tax Directorate of Ghardaia Province to analyze tax inspection procedures. The study reached the following conclusions: • Tax auditing is the most effective legal tool for detecting violations and correcting tax bases. • The field success of tax auditing depends on the competence and skill of the human resources conducting the inspection. • Inspection and investigation procedures at the Ghardaia Tax Directorate contribute to recovering lost financial rights and supporting public treasury revenues تساهمإجراءاتالفحصوالتحقيقبمديريةالضرائبلولايةغردايةفياسترجاعالحقوقالماليةالضائعةودعمإيراداتالخزينةالعمومية
