    في التعليم العالي بالجزائر مراجعة منهجية للفترة 2020+2025: )Moodle & PROGRES( حوكمة المنصات الرقمية

    تتناول هذه المداخلة واقع حوكمة المنصات التعليمية بالجزائر كحتمية انتقالية في مرحلة ما بعد الجائحة . تهدف الدراسة إلى تشخيص الفجوة القائمة بين "التوفر التقني" للمنصات وبين "الممارسة الوظيفية" الفعالة لها لضمان جودة المخرجات الأكاديمية .اعتمدت المداخلة على منهجية حيث شملت عملية ،PICO وإستراتيجية PRISMA وفق بروتوكول )Systematic Review( المراجعة المنهجية للوصول إلى 18 وحدة دراسة ميدانية Google Scholar و ASJP الاستقصاء مسح اً شام لاً عبر قاعدتي البيانات 2025 ( . خلصت النتائج إلى أن الحوكمة الرقمية في الجامعة الجزائرية لا - وإستراتيجية مستقلة منشورة بين ) 2020 بنسب تجاوزت 84 %، مع وجود PDF تزال تعاني من هيمنة "الرقمنة الشكلية: اختزال المنصة في مستودع لملفات عوائق بنوية تتعلق بجودة النفاذ التقني ومشك لات النزاهة في التقييم الرقمي توصي الدراسة بضرورة إرساء إطار وطني موحد للحوكمة الرقمية يركز على هندسة المحتوى التفاعلي وربط الرقمنة بمؤشرات الأداء المؤسسيThis research investigates the governance of educational platforms (Moodle and PROGRES) within Algerian higher education institutions as a strategic post-pandemic transition. The study aims to diagnose the gap between "technical availability" and "functional practice" in these virtual environments to ensure academic quality. A Systematic Review methodology was employed following the PRISMA protocol and PICO strategy. The search encompassed databases such as ASJP and Google Scholar, analyzing 18 independent field and strategic studies published between 2020 and 2025. Findings reveal that digital governance in Algerian universities is still hindered by "formal digitization" (limiting platforms to PDF/Word repositories) in over 84% of cases, alongside structural barriers related to technical access quality and academic integrity in digital assessment. The study recommends establishing a unified national framework for digital governance focusing on interactive content engineering and linking digitization to institutional performance indicators
