    دور التحول الرقمي في مؤ سسات التعليم العالي في تطوير التعليم عن بعد: دراسة حالة الجامعات الجزائرية )ر ؤ ية 2026 .

    تهدف هذه الدراسة إلى استقصاء الدور الجوهري الذي يلعبه التحول الرقمي في تطوير منظومة التعليم عن بعد بالجامعات الجزائرية، من خلال تحليل الركائز التقنية والبيداغوجية التي اعتمدتها وزارة التعليم العالي والبحث العلمي. تتناول المداخلة آليات الانتقال من التعليم التقليدي إلى "التعليم الذكي الهجين"، مع التركيز ومنصات إدارة )PROGRES( على نظام الحوكمة الرقمية وتعتمد الدراسة على المنهج الوصفي .)Moodle( التعلم التحليلي لاستعراض مؤشرات الأداء الرقمي وتفاعل الطلبة، مع تسليط الضوء على الفجوة الرقمية من منظور سوسيولوجي وتحديات الأمن السيبراني وحماية البيانات الشخصية. تخلص الدراسة إلى ضرورة "مأسسة" التعليم عن بعد قانوني اً، وتكييف النصاب الساعي للأستاذ مع متطلبات الرقمنة لضمان استدامة الجودة التعليمية في بيئة الجيل الرابع من الجامعاتThis study aims to investigate the essential role of digital transformation in developing the distance learning system within Algerian universities by analyzing the technical and pedagogical pillars adopted by the Ministry of Higher Education and Scientific Research. The paper explores the mechanisms of transitioning from traditional education to "Smart Blended Learning," focusing on the digital governance system (PROGRES) and Learning Management Systems (Moodle). Utilizing a descriptive-analytical approach, the study reviews digital performance indicators and student interaction, while highlighting the digital divide from a sociological perspective and the challenges of cybersecurity and personal data protection. The findings emphasize the necessity of legally "institutionalizing" distance learning and adapting the teaching workload (hours) to digital requirements to ensure sustainable educational quality within the Environment of Fourth-Generation Universities (University 4.0....
