تأثير البناء الاجتماعي على الإدارة العامة في الجزائر دراسة حالة بلدية المنيعة

Abstract

حيث ، البناء الاجتماعي أحد العوامل الأساسية المؤثرة في طبيعة وأداء الإدارة العامة في الجزائر ّعدُ ي ، يحدد إلى حد كبير البيئة التنظيمية وأنماط السلوك الإداري .ومن خلال دارسة حالة بلدية المنيعة ا ّ ن أن ّتبي ما يؤثر ، ا لعمل الإدارة المحلية ً ا فعلي ً ل إطار ّ لقيم والعادات والتقاليد والانتماء الاجتماعي تشكلت ممارسات أكثر ّ الإدارة العامة كلما تبن ّ بشكل مباشر على فعاليتها وكفاءتها .كما أظهرت النتائج أن ازدت قدرتها على تحقيق التنمية ، ا مع الخصوصيات الاجتماعية والثقافية للمجتمع المحلي ًتوافق ،والمرونة ، التفاعل الإيجابي ّ المستدامة وتعزيز الثقة بينها وبين المواطنين .وتخلص الدارسة إلى أن ّعدُ ت ، إلى جانب إشارك المجتمع المحلي ، واعتماد آليات حديثة في التسيير ، والتكوين المستمر خطوات ضرورية لمواجهة التحديات المجتمعية وتحقيق إدارة عامة أكثر فعالية. The social structure is one of the key factors influencing the nature and performance of public administration in Algeria, as it largely shapes the organizational environment and administrative behavior. Through the case study of the Municipality of El Menia, it was found that values, traditions, customs, and social belonging provide the actual framework within which local administration operates, directly affecting its efficiency and effectiveness. The findings show that the more public administration adopts practices aligned with the social and cultural specificities of the local community, the greater its ability to achieve sustainable development and strengthen trust with citizens. The study concludes that positive interaction, flexibility, continuous training, the adoption of modern management tools, and the active involvement of the local community are essential steps to address social challenges and ensure a more effective public administration
