Item سياسة التوظيف في المؤسسة - دراسة حالةجامعة غرداية(جامعة غرداية, 2026) مصباح، محمد عبد العزيز; شنيني، عليهدفت هذه الدراسة إلى تشخيص وتحليل واقع سياسة التوظيف بجامعة غرداية كدراسة حالة خلال الفترة ما بين 2026-2025 ولتحقيق أهداف الدراسة، تم الاعتماد على المنهج الوصفي في الشق النظري لتفكيك المفاهيم والتشريعات المنظمة للتوظيف، والمنهج التحليلي في الشق التطبيقي، وقد تمثلت أدوات جمع البيانات في المقابلة الهيكلية المعمقة ونصف الموجهة مع مسؤولي الإدارة العليا للموارد البشرية بجامعة غرداية (المديرية الفرعية للمستخدمين والتكوين)، إلى جانب تقنية الملاحظة الميدانية. وتوصلت الدراسة إلى أن جامعة غرداية تلتزم بشكل صارم بالخطوات التشريعية والرسمية للتوظيف، مما يضفي شفافية وقانونية على المسار الإجرائي. وفي المقابل، أظهرت النتائج وجود نقائص تنظيمية تتمثل في شدة مركزية القرار والتبعية للنصوص والوظيفة العمومية، مما يحد من مرونة التسيير المحلي في الاستجابة السريعة للشواغر، بالإضافة إلى اعتماد المسابقات على معايير نظرية وشهادات كلاسيكية قد لا تعكس الكفاءة المهارية الحقيقية بدقة This study aimed to diagnose and analyze the reality of the recruitment policy at the University of Ghardaia as a case study during the period 2025-2026. To achieve the study's objectives, a descriptive approach was adopted for the theoretical part to deconstruct the concepts and legislation governing recruitment, and an analytical approach for the applied part. Data collection tools consisted of in-depth, semi-structured interviews with senior human resources officials at the University of Ghardaia (the Sub-Directorate of Personnel and Training), in addition to field observation. The study concluded that the University of Ghardaia strictly adheres to the legislative and official procedures for recruitment, which lends transparency and legality to the procedural process. Conversely, the results revealed organizational shortcomings, namely the excessive centralization of decision-making and adherence to regulations and the civil service, which limits the flexibility of local management in responding quickly to vacancies. Furthermore, the study found that recruitment competitions rely on theoretical criteria and traditional qualifications that may not accurately reflect actual skills and competencies
