الحوكمة الالكترونية كآلية لتحقيق مبدأ حياد الادارة

Abstract

الخدمة العامة من أسس الدولة الديمقراطية، و عُُ الإدارة العامة الأداة المباشرة لتحقيقها. لذا، من د ت د الضروري أن تلتزم هذه الأخيرة - الإدارة العامة - بالنزاهة والحيادية، مما يرفع في نهاية المطاف من نسب ثقة المواطن بها. تسعى الدول اليوم، بغض النظر عن أنظمتها السياسية، إلى مراجعة شاملة لقوانين الإصلاح الإداري. ولا شك أنها تبذل قصارى جهدها للتق بّّ من المواطنين وتلبية احتياجاتهم العامة، وهذا لا يتأتى إلا من خلال رر إجراءات وتدابير واضحة طُُ قّّ في بيوت زجاجية، صُُبح فيها كل شيء مكشو اًً للموظفين والجمهور على ف ب ت يي ب حد سواء. ومن هذه الإجراءات تهيئة بيئة رقمية كآلية شفافة ومحايدة، ت من بلغة الأرقام لا المشاعر، وتفصل أهداف ؤؤ الوظيفة العامة عن أهواء الموظف. ولتحقيق هذه البيئة الرقمية، تم اعتماد ما سُُمى "الحوكمة يي الإلكترونية" بهدف التنفيذ الأمثل لأهداف التحول الرقمي والحكومة الإلكترونية. الكلمات المفتاح ة: الحوكمة؛ الحكومة؛ البيئة الرقمية؛ حيادية الإدارةThe public service is one of the foundations of the democratic state. They undoubtedly make the utmost effort to get closer to the citizens and meet their public needs, and this can only be done through clear measures and procedures that work in glass houses in which everything is exposed to employees and the public alike. Among these measures is the establishment of a digital environment as a transparent, neutral mechanism that believes in the language of numbers and not feelings, which will separate the goals of the public office from the whims of the employee.
