أثر النفقات العامة على سعر الصرف في الجزائر خلال2000-2023

Abstract

هدفت هذه الدراسة إلى التعرف على تطور النفقات العامة وسعر الصرف في الجزائر خلال الفترة 2000-2023، من خلال تحليل نظري وبياني معمق. تناولت الدراسة في فصلها الأول الإطار المفاهيمي لكل من النفقات العامة وسعر الصرف، من حيث المفهوم، الأنواع، والوظائف الاقتصادية، بالإضافة إلى العلاقة المحتملة بينهما. أما في الفصل الثاني، فتم تحليل تطور النفقات العمومية في الجزائر في سياق وفرة العائدات النفطية، ثم في ظل أزمة انخفاض الأسعار منذ 2014، وما تبعها من اعتماد آليات غير تقليدية في التمويل. كما تم التطرق إلى تطور سياسة سعر الصرف الرسمية والموازية، والعوامل المؤثرة عليه، خاصة تلك المرتبطة بتقلبات المالية العامة. وانتهت الدراسة إلى أن تذبذب الإنفاق العام وسياسة التمويل أثّرا بشكل واضح على سعر صرف الدينار الجزائري، ما يبرز أهمية ترشيد النفقات وتحقيق التوازن بين السياسة المالية والنقدية لضمان الاستقرار الاقتصادي This study aims to explore the evolution of public spending and the exchange rate in Algeria from 2000 to 2023 through an in-depth theoretical and graphical analysis. The first chapter introduces the conceptual framework of public expenditure and exchange rate, addressing their definitions, types, and macroeconomic functions, as well as the possible relationship between them. The second chapter examines the development of Algeria’s public expenditure during the period of oil revenue abundance and later during the price crisis after 2014, including the adoption of unconventional financing mechanisms. The study also analyzes the evolution of the official and parallel exchange rates, highlighting key influencing factors, especially those linked to public finance fluctuations. Findings indicate that public spending volatility and financing policies have significantly affected the Algerian dinar's exchange rate, emphasizing the need for rationalized public spending and coordination between fiscal and monetary policies to ensure economic stability
