نماذج حوكمة الجامعات (قراءة في التجارب الدولية الرائدة)

Abstract

تعد حوكمة الجامعات من القضايا الأساسية في إصلاح التعليم العالي، في ظل التحولات التي تشهدها المؤسسات الجامعية على مستوى الهياكل التنظيمية وآليات اتخاذ القرار. تهدف هذه الدراسة إلى تحليل ومقارنة نماذج حوكمة الجامعات في بعض التجارب الدولية الرائدة، من خلال دراسة نماذج الولايات المتحدة الأمريكية، المملكة المتحدة، هولندا، والصين، بهدف استخلاص أهم الممارسات القابلة للاستفادة.اعتمدت الدراسة على المنهج التحليلي المقارن، وتوصلت إلى أنه لا يوجد نموذج موحد لحوكمة الجامعات، إذ يرتبط كل نموذج بسياقه التاريخي والسياسي والثقافي، غير أن الحوكمة الفعالة تقوم على التوازن بين الاستقلالية والمساءلة، وتعزيز الشفافية، ومشاركة أصحاب المصلحة في صنع القرارUniversity governance is considered one of the fundamental issues in higher education reform, especially in light of the transformations affecting universities in terms of organizational structures and decision-making mechanisms. This study aims to analyze and compare university governance models in selected leading international experiences by examining the models of the United States, the United Kingdom, the Netherlands, and China, with the objective of identifying best practices that can be adapted in other contexts. The study adopts a comparative analytical approach and concludes that there is no single universal model of university governance, as each model is shaped by its historical, political, and cultural context. However, effective governance is generally based on balancing autonomy and accountability, enhancing transparency, and ensuring stakeholder participation in decision-making
