أسلوب الخرائط الإنسيابية ودوره في تطبيق مباديء الجودة الشاملة لتطوير التعليم الجامعي في ضوء بعض النماذج )النموذج الدائري، ديمنج، التميز الأوروبي

Abstract

The aim of the current research is to identify the role of the flowcharting method within the quality circles in the application of the principles of comprehensive quality for the development of university education, as well as to identify the obstacles to their application and suggested solutions, with a presentation of the most important models of their application in higher education institutions. It was also found that there are various obstacles in applying its principles, and that bureaucracy, centralization, poor training and lack of incentives are among the obstacles to the application of comprehensive quality in university education, so that the need for a political will to adopt the principles of TQM is recommended, and that these principles are in line with the Arab Islamic values, and work in a fluid map method. Before applying the principles of TQM, setting standards for measuring job and teaching performance, and forming a specialized body with total quality at the level of institutes, colleges and universities to be able to apply, implement and evaluate the administrative and teaching processes in them, with the necessity to provide rewards by the universities administration for institutes and colleges that prove their commitment to comprehensive quality standards هدف البحث الحالي إلى التعرف على دور أسلوب الخرائط الإنسيابية في تطبيق مباديء الجودة الشاملة لتطوير التعليم الجامعي، وكذا التعرف على معيقات تطبيقها وحلول مقترحة، مع عرض لأهم نماذج تطبيقها في مؤسسات التعليم العالي، تم التوصل إلى وجود أهمية كبيرة لأسلوب الخرائط الإنسيابية، كما تم التوصل لوجود عوائق مختلفة في تطبيق مبادئها، وأن البيروقراطية، والمركزية وضعف التكوين ونقص الحوافز من معوقات تطبيق الجودة الشاملة في التعليم الجامعي، ليتم التوصية بضرورة وجود إرادة سياسية لإعتماد مبادئ TQM ، وأن تتماشى تلك المبادي مع القيم العربية الإسلامية، والعمل بطريقة الخرائط الإنسيابية قبل تطبيق مبادئ TQM، ووضع معايير لقياس الآداء الوظيفي والتدريسي، وتكوين جهاز متخصص بالجودة الشاملة
