Abstract

تهدف هذه الدراسة الي التعرف على الاجراءات المحاسبية للصفقات العمومية وفق الاجراءات القانونية المعمول بها، حيث استخدمت الدراسة المنهج الوصفي والمنهج التحليل القانوني من خلال تحليل القوانيين والمراسيم والنصوص التنظيمية المتعلقة بالصفقات العمومية والإجراءات المحاسبية المعمول بها في المؤسسة ، وتهدف الدراسة الي شرح مراحل التي تمر بها الصفقات العمومية بداية من إبرامها الي غاية تنفيذها وتسديد مستحقاتها ، وعملت على تفسير دور كل من الامر بالصرف والمحاسب العمومي في تنفيذ العمليات المحاسبية والمالية. كما قدمت هذه الدراسة مدى أهمية الرقابة المحاسبية والمالية في ضمان حماية المال العام وتعزيز الشفافية، وتوصلت الي الالتزام الإجراءات المحاسبية والقانونية تساعد على ضمان السير الحسن للصفقات العمومية وتساهم في تحسين التسيير المالي للمستشفى قضي بكير ولاية غرداية. This study aims to identify the accounting procedures for public procurement contracts in accordance with applicable legal procedures. The study employs a descriptive approach and a legal analysis methodology, examining laws, decrees, and regulations related to public procurement and the accounting procedures implemented within the institution. The study aims to explain the stages of public procurement contracts, from their conclusion to their execution and payment. It also clarifies the roles of both the authorizing officer and the public accountant in executing accounting and financial operations. Furthermore, this study highlights the importance of accounting and financial oversight in ensuring the protection of public funds and enhancing transparency. The study concludes that adherence to accounting and legal procedures helps ensure the smooth operation of public procurement contracts and contributes to improving the financial management of the Qadi Bakir Hospital in Ghardaia Province
