Abstract

تتناول هذه الدراسة إشكالية فعالية السياسة المالية والسياسة النقدية في الاقتصاد الجزائري، من خلال تحليل مدى قدرتهما على التأثير في معدلات التضخم وتحقيق الاستقرار الاقتصادي خلال الفترة الممتدة من 2000 إلى 2025. وانطلقت الدراسة من إشكالية مفادها أن الاقتصاد الجزائري يعاني من اختلالات هيكلية مرتبطة بالاعتماد الكبير على الريع النفطي، وبضعف التنويع الإنتاجي، وهو ما يحد من نجاعة أدوات السياسة الاقتصادية الكلية. وقد اعتمدت الدراسة على المنهج الوصفي التحليلي، مع توظيف المنهج الإحصائي لقياس ودراسة العلاقة بين متغيرات السياسة المالية والسياسة النقدية والتضخم في الجزائر. وأظهرت النتائج أن السياسة المالية تؤثر في التضخم بدرجات متفاوتة تبعًا لطبيعة الإنفاق العمومي والجباية، في حين تظل السياسة النقدية محدودة الفعالية في الأجل الطويل، باستثناء أداة سعر الفائدة التي تبين أنها الأكثر تأثيرًا في كبح الضغوط التضخمية. كما بينت الدراسة أن غياب التنسيق الفعال بين السياستين، إلى جانب اللجوء إلى التمويل غير التقليدي، أسهما في إضعاف مصداقية السياسة الاقتصادية وتعميق الاختلالات النقدية والمالية. وخلصت الدراسة إلى أن معالجة التضخم في الجزائر لا يمكن أن تتم عبر الأدوات الظرفية فقط، بل تتطلب إصلاحًا هيكليًا شاملًا يعزز التنسيق بين السياستين المالية والنقدية، ويدعم الاستقرار الاقتصادي على المدى الطويل. This study examines the effectiveness of fiscal and monetary policy in the Algerian economy and assesses their ability to influence inflation and support macroeconomic stability over the period 2000–2025. The study is grounded in the assumption that Algeria’s economic structure, characterized by strong dependence on hydrocarbon revenues and limited productive diversification, constrains the effectiveness of macroeconomic policy instruments. A descriptive-analytical approach was adopted, complemented by an econometric analysis using the ARDL model to estimate the relationship between fiscal and monetary policy variables and inflation in Algeria. The findings indicate that fiscal policy affects inflation to varying degrees depending on the composition of public expenditure and taxation, while monetary policy remains limited in its long-run effectiveness, except for the interest rate, which appears to be the most influential monetary instrument in curbing inflationary pressures. The study also shows that the lack of effective coordination between fiscal and monetary authorities, together with the resort to non-conventional financing, weakened the credibility of economic policy and intensified monetary and fiscal imbalances. The study concludes that addressing inflation in Algeria requires more than short-term policy adjustments; it calls for a structural reform agenda that strengthens fiscal-monetary coordination and supports long-term economic stability
