واقع استيراد السيارات في الجزائر

Abstract

هدفت هذه الدراسة إلى التعرف على واقع استيراد السيارات في الجزائر، من خلال تناول الجوانب النظرية المتعلقة بالاستيراد وتمويل التجارة الخارجية، مع إبراز الإطار القانوني والتنظيمي الذي يحكم نشاط استيراد السيارات، إضافة إلى دراسة مختلف المراحل والإجراءات المتبعة في هذه العملية، والوقوف على أهم التحديات الاقتصادية والقانونية والتنظيمية والتقنية التي تواجه هذا القطاع. واعتمدت الدراسة على المنهج الوصفي التحليلي، وذلك من خلال وصف المفاهيم الأساسية المرتبطة بالاستيراد وتمويله، وتحليل النصوص القانونية والتنظيمية المتعلقة باستيراد السيارات في الجزائر، فضلاً عن دراسة الصعوبات والعراقيل التي تعترض هذا النشاط. وتوصلت الدراسة إلى أن نشاط استيراد السيارات في الجزائر يخضع لمنظومة قانونية وتنظيمية دقيقة تهدف إلى ضبط السوق الوطنية وحماية الاقتصاد الوطني، كما أن البنوك تؤدي دوراً مهماً في تمويل عمليات الاستيراد وتسوية المدفوعات الخارجية. وبينت الدراسة أيضاً أن هذا القطاع يواجه عدة تحديات، من أبرزها تقلب أسعار الصرف، وارتفاع تكاليف الاستيراد، وتغير القوانين المنظمة للنشاط، إضافة إلى بعض العراقيل التقنية والجمركية، وهو ما يؤثر على فعالية عمليات الاستيراد واستقرار سوق السيارات في الجزائر. This study aimed to identify the reality of car imports in Algeria by examining the theoretical aspects of import activities and foreign trade financing. It also highlighted the legal and regulatory framework governing car import operations, analyzed the different stages and procedures involved, and identified the main economic, legal, organizational, and technical challenges facing this sector.

The study relied on the descriptive analytical approach through describing the basic concepts related to imports and their financing, analyzing the legal texts regulating car imports in Algeria, and examining the difficulties and obstacles affecting this activity.

The study concluded that car import activities in Algeria are subject to a strict legal and regulatory framework aimed at regulating the national market and protecting the national economy. It also showed that banks play an essential role in financing import operations and settling international payments. Furthermore, the study revealed that this sector faces several challenges, including exchange rate fluctuations, high import costs, frequent changes in regulations, and various technical and customs constraints, which affect the efficiency of import operations and the stability of the Algerian automobile market.
