Abstract

تهدف الدراسة إلى محاولة معرفة دور الإصلاح الميزانياتي في تحسين أداء النفقات العمومية"، وقد اعتمدت الدراسة على المنهج الوصفي وأسلوب دراسة حالة، حيث انصبت على جامعة غرداية، توصلت الدراسة إلى أن الإصلاح الميزانياتي يساهم بشكل كبير في تحسين أداء النفقات العمومية من خلال: الانتقال من ميزانية الوسائل إلى ميزانية البرامج والأداء، وتعزيز الشفافية والمساءلة، واعتماد الإطار الميزانياتي متوسط المدى، ورقمنة أنظمة المعلومات المالية. كما أظهرت النتائج أن الجزائر قطعت أشواطاً مهمة في هذا المجال، رغم استمرار بعض التحديات المرتبطة بارتفاع النفقات الجارية والاعتماد على المحروقاتThis study aims to explore the role of budgetary reform in improving the performance of public expenditures. Employing a descriptive methodology and a case study approach, the study focused on the University of Ghardaia. It concluded that budgetary reform significantly contributes to improving the performance of public expenditures through: the transition from a resource-based budget to a program and performance-based budget; enhanced transparency and accountability; the adoption of a medium-term budgetary framework; and the digitization of financial information systems. The results also indicate that Algeria has made significant progress in this area, despite the persistence of some challenges related to high current expenditures and dependence on hydrocarbons
