التحول إلى الإدارة الذكية في المؤسسات الحكومية دراسة حالة جامعة غرداية

Abstract

تهدف الدراسة إلى تشخيص واقع ومتطلبات التحول نحو الإدارة الذكية بجامعة غرداية، من خلال تحليل أبعادها (البشرية، التقنية، التشريعية والتنظيمية) ورصد التحديات التي تواجهها، بغرض تقديم توصيات عملية تساهم في تجويد الأداء الإداري ودعم اتخاذ القرار. ومن أجل تحقيق هذه الأهداف تم استخدام المنهج الوصفي التحليلي، كما تم الاعتماد على أداة المقابلة كوسيلة لجمع البيانات والمعلومات. أظهرت نتائج الدراسة أن جامعة غرداية قد شرعت فعليًا في تبني الإدارة الذكية من خلال رقمنة عدد من العمليات الإدارية والبيداغوجية، مع توفر بنية تحتية رقمية مقبولة تدعم هذا التوجه، رغم حاجتها إلى تطوير مستمر لتحقيق التكامل. كما بيّنت النتائج وجود تحديات بشرية وتنظيمية، أبرزها نقص التكوين وتفاوت المهارات وضعف الدعم التقني، إضافة إلى تفاوت مستوى التطبيق بين مختلف الكليات والمصالح. ورغم ذلك، ساهمت الأنظمة الذكية في تحقيق تحسن نسبي في الأداء الإداري من حيث السرعة والدقة The study aims to diagnose the reality and requirements of the transition towards smart management at the University of Ghardaia, by analyzing its dimensions (human, technical, and organizational) and monitoring the challenges it faces, with the aim of providing praض ctical recommendations that contribute to improving administrative performance and supporting decision-making. In order to achieve these objectives, the descriptive analytical approach was used, and the interview tool was relied upon as a means of collecting data and information. The results of the study showed that the University of Ghardaia has actually begun to adopt smart management by digitizing a number of administrative and pedagogical processes, with the availability of an acceptable digital infrastructure that supports this trend, despite its need for continuous development to achieve integration. The results also revealed human and organizational challenges, most notably a lack of training, skill disparities, and weak technical support, in addition to varying levels of implementation across colleges and departments. However, intelligent systems have contributed to a relative improvement in administrative performance in terms of speed and accuracy.
