Abstract

تهدف هذه الدراسة إلى إبراز دور التوريق كآلية لإدارة المخاطر المصرفية، من خلال دراسة تطبيقية على تجربة البنك الأهلي السعودي خلال الفترة 2019–2023، منطلقةً من إشكالية محورية مفادها: إلى أي مدى يساهم التوريق في تحسين إدارة المخاطر المصرفية؟. اعتمدت الدراسة على المنهج الوصفي التحليلي عبر شقين: نظري يستعرض مفهوم التوريق وآلياته وأطرافه وعلاقته بإدارة المخاطر، وتطبيقي يحلل تقارير البنك الأهلي السعودي. وتوصلت إلى أن التوريق أسهم في خفض نسبة الديون المتعثرة من 2.8% إلى 2.1%، ورفع نسبة تغطية السيولة (LCR) من 118% إلى 156%، وتحسين كفاية رأس المال (CAR) بمقدار 5.9 نقطة مئوية، وتقليص فجوة آجال الاستحقاق بنسبة 41%، عبر تخفيض الأصول المرجحة بالمخاطر (RWA) بنسبة 6.6% وفق متطلبات بازل 3. كما خلصت إلى أن نجاح التوريق يستلزم بيئة تشريعية متكاملة وأسواقاً مالية نشطة ووكالات تصنيف ائتماني متخصصة. (SPV)، وشق تطبيقي ركّز على تحليل البيانات والتقارير المالية للبنك الأهلي السعودي للفترة الممتدة بين 2019 و2023. وأظهرت النتائج التطبيقية نجاحاً ملموساً للتوريق في رفع كفاءة البنك الماليّة؛ حيث أسهم في تطهير ميزانيته وخفض الأصول المرجحة بالمخاطر (RWA)، الأمر الذي أدى مباشرة إلى تحسين نسبة كفاية رأس المال (CAR) تماشياً مع متطلبات لجنة بازل 3، فضلاً عن توفير تدفقات نقدية فورية عزّزت من مستويات السيولة لديه. وفي المقابل، خلصت الدراسة عند تحليل الواقع الجزائري إلى وجود تحديات وعقبات هيكلية وتشريعية جوهرية تحول دون التطبيق الفوري والآمن لهذه الآلية؛ أبرزها غياب الإطار القانوني والتنظيمي المُنظِّم لشركات الغرض الخاص، وضيق وركود السوق المالية المحلية (بورصة الجزائر)، بالإضافة إلى غياب وكالات التصنيف الائتماني المتخصصة التي تبني الثقة بين المستثمرين، مما يستدعي إصلاحات جذرية وشاملة للمنظومة المصرفية والمالية في الجزائر للاستفادة مستقبلاً من هذه الهندسة المالية. This study aims to shed light on "Securitization as a Mechanism for Banking Risk Management," applyingit to the experience of the "Saudi National Bank." The core problem of the research stems from an attempt to adapt and understand this newly introduced financial method, which is based on converting illiquid assets and debts (such as loans) into tradable securities in the market. The objective is to explore its effectiveness in mitigating major banking risks, such as credit and liquidity risks, and to attempt to project this experience onto the Algerian banking system. The study adopted a descriptive-analytical approach divided into two parts: a theoretical framework that reviewed the literature on securitization, its procedures, and its key actors—such as Special Purpose Vehicles (SPVs)—and an empirical part focused on analyzing the financial data and reports of the Saudi National Bank for the period between 2019 and 2023. The empirical results demonstrated a tangible success for securitization in enhancing the bank's financial efficiency. It contributed to cleaning up its balance sheet and reducing risk-weighted assets (RWA), which directly led to improving the Capital Adequacy Ratio (CAR) in line with Basel III requirements, in addition to providing immediate cash flows that boosted its liquidity levels. Conversely, when analyzing the Algerian context, the study concluded that there are fundamental structural and legislative challenges and obstacles preventing the immediate and safe implementation of this mechanism. Most notably, these include the absence of a legal and regulatory framework governing Special Purpose Vehicles, the narrowness and stagnation of the local financial market (the Algiers Stock Exchange), and the lack of specialized credit rating agencies to build investor confidence. This necessitates radical and comprehensive reforms within the banking and financial system in Algeria to leverage this financial engineering in the future.
