Abstract:
هدفت هذه الدراسة الى الاجابة على الاشكالية المطروحة في البحث والمتمثلة في : ما هو واقع اصلاح
نظام المحاسبة العمومية الجزائري؟ وما مدى توافق نظام المحاسبة العمومية الجزائري مع معايير المحاسبة
؟ IPSAS الدولية للقطاع العام
وتم بحث توافق نظام المحاسبة العمومية الجزائري مع المعايير المحاسبة الدولية للقطاع العام باستخدام المنهج
الوصفي التحليلي للتعرف على المفاهيم والأسس العلمية للمحاسبة العمومية وأيضا تحديد الإطار العام
للمعايير المحاسبية الدولية في القطاع العام,
أما بالنسبة للجانب التحليلي الخاص بدراسة فقد تم الاعتماد على المنهج الاستقرائي في معرفة متطلبات
كل معيار بالإضافة إلى الاستعانة بدراسات سابقة تناولت هذا الموضوع لصعوبة استخدام منهج دراسة
حالة وذلك بسبب صعوبة الوصول الى العينة المطلوبة المؤهلة للإجابة على الاستبيان.
وأهم ما توصل إليه البحث من نتائج: هو أن المعايير الجزائرية في اطار مشروع اصلاح المحاسبة العمومية
وما يؤكد ذلك أن هناك تطابق بين بعض المعاير IPSAS مستوحاة من المعايير الدولية للقطاع العام
مع اختلاف في بعض المصطلحات والصياغة. والمعايير الدولية هي أكثر تفصيلا من المعايير الجزائرية.
This study aimed to answer the problem posed in the research,
which is represented in: What is the reality of the reform of the
Algerian public accounting system? What is the extent of the
Algerian public accounting system compatibility with the
international accounting standards for the public sector IPSAS?
The compatibility of the Algerian public accounting system with
the international accounting standards for the public sector was
examined using the descriptive analytical approach to identify the
scientific concepts and foundations of public accounting, as well
as defining the general framework of international accounting
standards in the public sector.
As for the analytical aspect of the study, it was relied on the
inductive approach to know the requirements of each standard, in
addition to the use of previous studies that dealt with this subject
due to the difficulty of using the case study approach due to the
difficulty of accessing the required sample qualified to answer the
questionnaire.
The most important findings of the research are that the Algerian
standards within the framework of the public accounting reform
project are inspired by the international standards for the public
sector IPSAS, and this confirms that there is a congruence
between some standards with a difference in some terms andwording only. International standards are more detailed than
Algerian standards.
